A House and Senate Divided: The Clinton Legacy and the Congressional Elections of 2000

Gary C. Jacobson Political Science Quarterly, Spring 2001 http://www.epn.org/cgi-bin/rd/epn_letter.pl?id=1103

Gary C. Jacobson asserts the 2000 election and its bizarre aftermath in Florida accurately reflected the configuration of partisan politics that crystallized during the Clinton administration: close partisan balance in Congress and in the electorate; distinct regional, cultural, and ideological divisions between the parties' respective electoral coalitions; and a sharp partisan polarization among political elites, echoed, though more faintly, in the broader public. The trends that produced this political configuration predated the 1990s, but they accelerated during the Clinton years, and Clinton himself was a catalyst in their development.DRAFT STAFF REPORT ON Voting Irregularities in Florida During the 2000 Presidential Election (Not Official Unless and Until Approved by a Majority of the Commissioners) June 2001 http://www.usccr.gov/vote2000/stdraft1/main.htm

The November 7, 2000, presidential election and its aftermath became the focus of international attention on the application of America's election laws and policies. The state of Florida's electoral process took center stage as the world paused to observe the unfolding drama of identifying the next President of the United States. During this time, countless allegations of voting irregularities arose as to whether eligible voters were hindered from voting for the presidential candidate of their choice, and if votes that were cast were properly tabulated. An Agenda for Election Reform

The Brookings Institution, June 2001 http://www.brook.edu/comm/policybriefs/pb082/pb82.htm

As the dispute over the 2000 presidential election results in Florida extended through November and into December, many Americans were horrified to learn about the seemingly chaotic and flawed manner in which federal elections are administered. Calls to upgrade the nuts and bolts of the election system attracted broad support, but policymakers confronted formidable substantive, legal, and political hurdles that slowed federal action to a crawl.

2. Bell, Daniel "Election 2000 and Future Prospects" SOCIETY, May/June 2001, pp. 78-82

The author argues that a radical change has taken place in American politics in the past twenty-five years. The politics established by the New Deal was largely class politics, represented by functional groups-business, farmers, and workers. The cultural politics is principally identity politics in which race, gender and ethnicity dominate the activist scene.

George W. Bush's Texas has been the most aggressive state in giving public money to faith groups to run social service programs. But even after five years, the progress is slow, the questions many, and success still uncertain.
