It's Time to Ratify the Law of the Sea Treaty Wagner, Brett; Lofrumento, Philip (Center for Strategic and International Studies) Washington Quarterly, vol. 22, no. 3, Summer 1999, pp. 17-20 The authors stress the vital importance of the United Nations Convention for the Law of the Seas (UNCLOS) to U.S. economic, security and environmental interests. The authors argue that the treaty, which took effect in 1996 without U.S. participation, promotes free trade and market access by guaranteeing the right of navigation, overflight, and ocean-bound shipping in perpetuity, and the right to lay telecommunications cables both on the high seas and in the two-hundred-mile exclusive economic zone of any coastal nation."
